Regional collaboration around hydrogen gas
Both globally and at the EU level, the need for and the possibilities of fossil-free hydrogen have been highlighted more and more in recent years. Hydrogen has been identified as a key in the transition to a sustainable society, both as a raw material in industry, as a fuel for heavy transport and to balance/act flexibility in an energy system with an increased share of renewable electricity production.
For the Västra Götaland region, access to fossil-free hydrogen is an important piece of the puzzle in the transition. This is because large amounts of fossil hydrogen are produced and used within the region's petrochemical industries today and that the need for hydrogen will increase further with the transition to renewable raw materials. Furthermore, hydrogen is included as a building block in the production of so-called electrofuels.
The purpose of the project is to create collaboration around hydrogen-related issues based on identified needs of key players in the region. By interviewing current companies, a picture of the needs, conditions and interest in collaboration around hydrogen in the region is obtained. A thorough mapping, compilation and anchoring is a prerequisite for being able to form a collaboration that meets regional needs and challenges and can effectively push the issues forward.
In addition to cooperation around large-scale infrastructure, there are issues linked to regulations, permit processes, safety aspects, financing possibilities and alternative hydrogen carriers such as ammonia where the actors within the region would benefit from cooperation. Anything that can speed up access to fossil-free hydrogen within the region will be important for when the industry can adjust its production and offer competitive products, and therefore it is important to examine opportunities and needs for cooperation from a broad perspective, where considerably more aspects need to be considered than the studied within previous projects within the Climate-Leading Process Industry.
The projects goal
The goal of the project is to intensify collaboration around hydrogen-related issues to meet the need in the region. Decisive issues that require collaboration must be identified and discussions about these initiated, to the extent that it is possible. Central is to identify how collaboration should be designed to meet identified needs regarding:
- Needs and opportunities with shared infrastructure and storage including future revenue framework for hydrogen pipelines
- Policies linked to hydrogen
- Regulations such as safety aspects
- Other possible hydrogen carriers such as ammonia and biogas
- Financing opportunities for infrastructure or company-specific projects
- Need for lobbying at national and EU level
- Forms of collaboration and ways to participate
- Which actors will participate
- Relevant collaborative platforms and actors to exchange with
